Who can apply for rental assistance programs and fill out an application?

As it pertains to any government funded rental assistance program, anyone can apply that is a United States Citizen and of a low income status. The HUD median low income level mandates what is considered to be low income. These standards may vary across the country. For example, a family on the east coast could make more than a Midwestern family and still be considered low income and eligible for rent assistance due to their higher cost of living. Rent assistance programs like Section 8 and Public housing are intended to make it easier for people in need to afford decent and safe housing. Applications for any government subsidized housing program are always free. The real difficulty in applying for the right program is locating an open waiting lists. Assistance rent programs are known to open and close very quickly. Contrary to popular belief, there is no emergency rental assistance that is offered by PHA’s.

An emergency rent assistance concept sounds like it would be beneficial for so many, there just are not enough vouchers to accommodate the massive demand for those needing help paying rent. Filling out a Public Housing application is a good alternative to a Section 8 application if there are no open Section 8 waiting lists.


Eligibility to apply for Section 8 rent assistance is based primarily on how much money you make in relation to your area’s median income. If you live in an affluent city, such as San Francisco, the income limits are higher than they are in places with lower median incomes. Generally, to qualify for the HCV program you cannot make more than 50 percent of your area’s median. For public housing, your income cannot surpass 80 percent of the median to apply for rental assistance programs like that. In both cases, preference is given to the homeless, persons living in substandard housing and households that spend more than half of their income on rent. A HUD application can be the first step in finding subsidized housing in your area when applications are being accepted. Remember, PHA’s in major metropolitan areas are overwhelmed and can not offer anything in the way of emergency rental assistance programs.
