What is a HUD application form?
When people refer to a HUD application, they are really talking about a Section 8 application. HUD is the Department of Housing and Urban Development. This department helps to provide mortgage insurance on loans made by FHA-approved lenders. HUD grants are awarded on a competitive basis. They are announced annually in HUD’s Notice of Funding Availability. These are some of the grant programs often used by faith and community-based organizations, educational institutions, and housing authorities. A housing authority is where you would actually go to fill out a Section 8 application or apply for Public Housing. Applying for any government rental assistance program is always free. So HUD rental assistance is really referring to any HUD funded program that helps you with your rent.

When someone wants to apply for HUD rental assistance (Section 8), they just need to find an open Section 8 waiting list. This can be done online or in person at the PHA. Most housing authorities allow applicants to apply for low income housing online to avoid long lines on campus.
Is HUD a housing authority?
No. HUD allocates funding to housing authorities. Each State has several housing authorities, which are also called PHA’s, or Public Housing Agencies. HUD allocates funding to these agencies, they in turn administer the Section 8 and low income housing programs. In just about every case, when someone completes a HUD application form online or in person, there is always a Section 8 waiting list. This is due to the high demand for low income housing and various rental assistance programs. When someone decides to apply for Section 8 housing assistance or complete a Section 8 lottery application, they must keep their contact information up to date. The housing authority can only contact applicants via the information that they put in their Section 8 application. So in short, there is technically no HUD rental assistance or HUD housing program. Applicants have to remember that HUD is the Federal agency that provides funding to several other agencies that improve the affordability and conditions of housing in urban areas nation wide.
