The Housing Authority, otherwise known as a PHA, is where you have to go if you want to apply for Section 8 in Detroit or any city. Housing authorities are also known as PHA’s, or Public Housing Agencies. HUD gives funding to PHA’s to administer rental assistance programs locally. Applications for any government funded housing program are always free. Public housing is also a housing program that is subsidized, but it’s not the same rental assistance program as Section 8.

In some situations, if your landlord fails to bring your unit up to housing quality standards the PHA may reduce their portion of rent that they pay to the landlord in an “abatement” process. As long as you are current for the potion of rent you are responsible for the landlord may not evict you for non-payment of rent.

Under a project-based voucher, a tenant gets assistance so long as they remain in the unit that the voucher was issued for. The voucher lasts for a specified unit and time. If the family chooses to leave the unit, the assistance does not carry over to the next unit. A family may still, however, be eligible for a tenant-based voucher. The Department of Housing and Urban Development, HUD, offers two types of subsidized housing to eligible low-income residents, the elderly and the disabled. The Housing Choice Vouchers program, HCV, also known as Section 8, provides renters with a subsidy they can use to secure housing in the private Section 8 rental assistance market. Public housing comprises government-funded-and-constructed units ranging from single-family homes to multi-unit dwellings. In both cases, you must meet similar eligibility requirements to qualify and complete a
HUD application online (Section 8 application).
Prepare to verify your income. In both programs, eligibility is based primarily on how much money you make in relation to your area’s median income. If you live in an affluent city, such as San Francisco, the income limits are higher than they are in places with lower median incomes. Generally, to qualify for the HCV program you cannot make more than 50 percent of your area’s median. For public housing, your income cannot surpass 80 percent of the median. In both cases, preference is given to the homeless, persons living in substandard housing and households that spend more than half of their income on rent. Is HUD Housing the same thing as Section 8?
HUD housing is a term that usually refers to Section 8 or Public Housing. It is not considered and official term, but is often used to describe subsidized housing.
